A Classification Society is a technical service organization which, as an independent third party, provides shipowners, shipbuilders and insurers with high-level technical services according to the regulations established by international conventions, as well as its own classification rules. A classification society offers cradle-to-grave coverage of a vessel; i.e., from design, construction and maintenance to the end of its operating life, and provides to interested parties ship information held in the registry's database. Rules and regulations governing the classification of ships have evolved over more than 200 years. Basically, the primary function of a classification society is to provide an independent technical assessment of a ship's fitness to operate at sea. Besides this main function, a classification society is also authorized by national administrations to carry out surveys and issue certificates on their behalf to verify compliance, of a ships' life saving appliances, fire fighting equipment or pollution prevention arrangements etc. according to international conventions. By performing these functions a classification society plays a vital role in seeking to ensure the safety of life and property at sea and to our preserve ocean environment. Scope Ship of 24m or more in length(Lf) and Special ship described to following 2) irrelevant to length Special ship means a submersible ship, submerged hydro-foil ship, air-cushion vehicle, drilling rig, semi-submergible ship or deck elevation type ship and ships with submergible equipment and other ships of which KR considers as ships for designed to use and special construction. And a tug boat having 1000 HP or more of the main engine and having a Z-propeller or similar shafting arrangement shall be considered a ship special construction General For a ship requiring classification survey during construction, the construction, materials, scantlings and workmanship of the hull, equipment and machinery are to be examined in detail in order to ascertain that they meet the appropriate requirements of the Rules Approval of plans For a ship requiring classification survey during construction, the plans and documents showing the details of the construction, materials, scantlings and particulars of the hull, equipment and machinery are to be submitted in triplicate and approved before the work is commenced. The same applies also to the cases of any subsequent modifications to the approved drawings or documents. Materials All materials used for a ship requiring classification survey during construction are to be manufactured under approved method or under alternative process considered equivalent to the approved method and are to be adequate to the relevant requirements of the Rules. Machinery installation Main engines, shafting arrangement, boilers, pressure vessels, electrical equipment, essential auxiliary machinery, and piping arrangements to be installed on a ship intended for classification are to receive survey during construction. Shop trials are to be carried out on completion under a same condition as installed on-board ship or a similar condition as far as practicable. Various tests on any special part amongst the automatic or remote control systems and measuring devices considered necessary by this Society may be requested at the manufacturing sites. Cargo handling machinery and gear This Society shall assign the safe working load, etc. in accordance with the requirements of this Society to the cargo handling machinery and gear installed in ships classed or intended to be classed with this Society which come under either of the following: (1) The cargo handling machinery and gear of safe working load not less than 1 ton which are installed in ships flying Korean flag of 300 tons gross and over. (2) The cargo handling machinery and gear installed in the ships other than those specified in (1) above, for which the assignment of the safe working load, etc. is requested. Workmanship For classification survey of a ship, the materials, work manship and arrangements are to be surveyed under the supervision of the Surveyor from the commencement of the work until the completion of the ship. When the machinery is constructed under classification survey, this survey is to relate to the period from the commencement of the work until the final test under working conditions. Any item found not to be in accordance with the Rules or the approved plans, or any material, workmanship or arrangement found to be unsatisfactory are to be rectified. Test In the classification survey during construction, hydrostatic, watertight and performance tests are to be carried out in accordance with the relevant part of the Rules. Also the control systems and measuring device after installation are to receive the necessary tests as deemed necessary by this Society. Stability experiments In the Classification Survey during Construction for passenger ships and ships of 24 m and above in length other than passenger ships, stability experiments are to be carried out upon completion of the ship. A final stability information booklet adequate for the service intended and prepared on the basis of the stability particulars determined by the results of stability experiments, is to be approved by this Society and supplied to the master. However, a preliminary stability information booklet approved by this Society in lieu of a final stability information booklet may be provided on-board for a specific period. Where an on-board computer system having a stability computation capability (hereafter called as "stability instrument") as supplemental use of stability information booklet specified in Par 1 is provided, the system is to be of an approved, and is to be certified by the Surveyor upon installation in accordance with the test report approved by this Society. All tankers carrying liquid in bulk, shall be designed to comply with intact stability condition criteria during liquid transfer operations including cargo loading, unloading, lightering, ballasting, deballasting, ballast water exchange and tank cleaning operation. However, for all tankers which is not subject to MARPOL, Annex , Reg. 25A, providing of loading manual proving compliance with intact stability condition criteria during liquid transfer operations may be approved to be designed to comply with that criteria. Trials Trials are to be carried out for all equipment, machinery and electrical equipment under working conditions after completion of the ship in order to ascertain their performances. In the sea trials, speed test, astern test, steering test, emergency steering test and turning test are to be carried out. In addition, the operating conditions of machinery and other behaviours of the ship during the trial are to be examined.
