The port is well protected, with water depths of up to 11 metres alongside quay. There are no currents, and the range of tide is insignificant (0.3 metres). Vessels can leave the Port of Oslo at any time of day or night. There are no ice problems. Oslo Fjord Vessel Traffic Service New regulations on Vessel Traffic Service stations and on use of the fairways in the Oslo Fjord and adjoining areas took effect on 1 January 1999. VTS stations in Oslo and Horten became operative on the same date to put the regulations into effect. The VTS station in Oslo is operated by the Oslo Port Authority, and the station in Horten by the Norwegian National Coastal Administration. Careful interplay between the VTS stations and vessels on the fjord ensures safe navigation and protects life, health and the environment. The area is divided into two sectors. The southern sector is covered by the VTS station in Horten, the northern one by the VTS station in Oslo. The boundary between the sectors follows the parallel of latitude 59 degrees 48 minutes North. The service comprises the following: * Round-the-clock operation of VTS stations. * The stations organise and control traffic in such a way as to pre-empt hazardous or undesired situations. They also ensure an effective and efficient traffic flow. * The stations provide important information to maritime traffic in the area, for example about other traffic, hazards and factors which could impede ship movements. The information is given in Norwegian and/or English. Anchoring: Several designated anchorages in the port area offer depths ranging from 18 to 45 metres. Pilotage service: Pilotage is mandatory in the Oslo Fjord. The pilot boarding point is close to F rder Lighthouse. Distance from F rder to the Port of Oslo: 60 nautical miles. It is a port organisation whose main activity comprises landlord functions. The Authority: Administers and regulates traffic within the port district, as provided in the Ports and Fairways Act and various regulations and rules. Provides services to shipping, cargo traffic and passenger traffic, including construction and maintenance of port facilities and operation of port infrastructure. Oslo Port Authority was the first public corporation in Norway and one of the first ports in the world to certify its entire operation in accordance with NS-EN ISO 9001 and ISO 14001. By implementing the quality system the Port Authority ensures a stable and predictable level of quality of the services it provides. Environmental measures designed to reduce pollution from port activities are under continual review. This complies with national and international requirements and furthers the Port Authority s express aim of creating an environment-friendly port. Oslo Port Authority Copyright: Fjellanger Wider e AS The Fjord City The entire Fjord City site covers an area of 2,100 decares extending from Frognerstranda at the westernmost point of the city nucleus to Ormsund to the south east. It includes the entire Oslo Port area. Among the projects that have progressed furthest is the above-mentioned Tjuvholmen site adjoining the attractive residential, industrial and commercial neighbourhood of Aker Brygge, which was converted from a mechanical workshop and shipyard in the 1980 s. Oslo City Council is currently assessing a development plan for a 250 decare site around Bj rvika, due to be released in the years ahead. Construction of Oslo s new opera house designed by Sn hetta, the same Norwegian firm of architects as the one behind the library in Alexandria started here in February 2003. On the city s west side, in a highly attractive development area adjoining Tjuvholmen, the Filipstad container terminal site measuring 130 decares is scheduled to be sold and released for urban development in 2006. Port development to the south Since Oslo Port Authority is releasing its areas in the city centre, its activities will be concentrated in efficient installations in Sydhavna to the south. A container and oil terminal, along with facilities for handling dry bulk, will be located here. The impending port and urban development project is anchored in a vision of Oslo as the Fjord City. Between 2003 and 2011 Oslo Port Authority will release about 600 decares for urban purposes. The far-reaching Fjord City Project, based on a resolution passed by the Oslo City Council, will provide housing, commercial, recreational and cultural facilities. Symmetry between port and urban development Achieving symmetry between port development and urban development is crucial to realising the Fjord City vision. Since the areas that the Oslo Port Authority will be releasing for urban development are of some size, commercial port activities will need to become more efficient and will be concentrated in a smaller area than at present. The port development will be financed by revenues from property sales. The financial basis for port activities is laid down in the Ports and Fairways Act which earmarks all port revenues for port purposes. Pilot project A pilot project was started in 2002. Tjuvholmen - an attractive quay area close to another site recently turned over to urban development - was the focus of a concept competition for a new city neighbourhood containing housing, commercial premises and public attractions. Oslo Port Authority and Selvaag Gruppen AS/Aspelin-Ramm Gruppen AS completed negotiations on the sale of the 33 decare property in February 2003. The architect in charge of the development will be the internationally respected Niels Torp. Revenues from the sale will go to development of a modern container terminal in the south eastern section of the port. In the next few years substantial port areas close to the city centre will be released and sold for urban development.
