More than 12,000 oil tankers and 3,000 chemical tankers call at Singapore a year. With the substantial amount of oil and chemicals being shipped in and out of the island, safeguarding our waters and port terminals against terrorist threats remains a top priority of the MPA. Singapore was the first country in Asia to sign the US Container Security Initiative (CSI). Singapore maintains a high level of maritime vigilance for the port and its waterways. This is carried out through the work of the MPA, the enforcement and security agencies and terminal operators. Various measures have been introduced. They cover restricted access to waters surrounding port installations such as our major oil and chemical terminals, cruise and ferry terminals, the targeting and screening of containers, enhancing of security at sea entry checkpoints, face-to-face checks for crew, increased presence of patrol craft and monitoring using radars, and random and selective escort of sensitive vessels in the port waters and Singapore Strait by the security agencies, among others. The International Maritime Organisation (IMO) adopted the International Ship and Port Facility Security (ISPS) Code in December 2002. The ISPS Code contains a set of maritime and port security regulations that are applicable to ships engaged on international voyages, covering passenger ships, cargo ships of 500 gross tonnage and above, mobile offshore drilling units, and port facilities serving such ships. It came into force on 1 July 2004. Through close co-operation with the port operators and shipowners, Singapore's port facilities and vessels met the ISPS Code requirements by the deadline. As the Designated Authority responsible for implementing the ISPS Code for Singapore port facilities and flagged ships, the MPA will continue to work closely with the security agencies to give effect to IMO maritime security measures. Going beyond the ISPS Code, the MPA has introduced additional measures such as the Harbour Craft Security Code (HCSC) to ensure that harbour craft plying within port waters comply with general security standards. Small vessels that are not required to comply with the ISPS Code are also required to fill up a ‘Ship Self-Security Assessment Checklist' prior to entering the port waters. The course will be held from 20-25 November 2006 at Furama City Centre Hotel, Singapore. Course Background The Multibeam Course was originally developed in 1994 to provide theoretical and practical training to users of marine multibeam survey systems. Since then, over 40 successful and oversubscribed courses have been run worldwide and the Multibeam Course has become internationally recognised as one of the world’s most comprehensive multibeam survey courses. The Multibeam Course is conducted by expert instructors from the Ocean Mapping Group (University of New Brunswick) and the Center for Coastal and Ocean Mapping (University of New Hampshire). Course Description The Multibeam Course is a 36-lecture, 6-day course primarily designed to provide a theoretical and practical background in marine multibeam survey technology and techniques. The information is tailored for those using marine multibeam survey systems in both the traditional hydrographic survey field (for safety of navigation and nautical charting) as well as non-traditional ocean survey fields (such as continental shelf boundary delimitation, offshore engineering, harbour dredging, fisheries habitat, route survey and scientific research fields). The aim of the Multibeam Course is to prepare and train experienced hydrographic surveyors in the use of multibeam sonar systems. In particular the Multibeam Course is designed to provide overviews of: - the technology and problems associated with shallow water multibeam surveys; - processing and visualization techniques designed to address the complexities of multibeam mapping; and - constraints on using multibeam bathymetry to produce hydrographic quality data. While the emphasis is on "coastal surveying", this is primarily a response to the greater demands placed on the surveying hardware in the spatially and temporally variable environment in the inner continental shelf and immediate coastal zone. Nevertheless, the material presented includes, and is equally applicable to, the multibeam bathymetric data collected in the outer continental shelf and deep-ocean. Each module consists of 2 parts. Introduction Singapore, with its strategic location, excellent transport and telecommunications infrastructure, skilled workforce and stable political climate, is one of the world’s leading international maritime centres. Situated at the crossroads of the main shipping routes, Singapore serves as a major shipping hub in Asia. Its port connects some 200 shipping lines to more than 600 ports around the world. In 2004, more than 133,000 vessels totalling 1.04 billion GT called at the Port of Singapore, making it the world’s busiest in terms of shipping tonnage. In the same year, Singapore’s container terminal operator, PSA Corporation Ltd handled over 20.6 million TEUs. To help aspiring shipping professionals and executives acquire knowledge and management skills in the maritime and port sectors, the Maritime and Port Authority of Singapore (MPA) and the National University of Singapore (NUS) jointly conduct a unique Graduate Diploma/Certificate in Maritime and Port Management Programme, in collaboration with the PSA Corporation Ltd (PSA). The Programme combines both the theoretical and operational elements of maritime and port management. Four runs of the GDMPM have been conducted. To date, 68 participants from 19 countries have attended the programme. Launched by Mr Yeo Cheow Tong, Minister for Transport, the university-level centre will be Singapore’s maritime "think tank" for the development of maritime expertise, a key element to accelerate the Republic’s transformation into an international maritime centre. Tan Sri Frank Tsao, Chairman of IMC Group of Companies, who initiated the project, has been appointed the pioneer Chairman of the Centre. Besides meeting the information and research needs of Singapore’s maritime sector, the Centre will provide a national platform where industry, the public sector and academia can actively collaborate and contribute to maritime research and development. A total of about S$3.65 million was pledged by maritime industry players to support the Centre. They included IMC Pan Asia Alliance Pte Ltd, PSA Corporation Ltd, Keppel Offshore & Marine, Singapore Maritime Foundation, the Fred Olsen Group, Celeste Holding, Pacific International Lines, Keppel Telecommunications and Transportation, Nordhval (Norden Group), and Pacific Carriers Ltd. The Maritime and Port Authority of Singapore (MPA) will be commissioning up to S$ 1 million worth of research projects to the Centre. Five major research themes have been selected on the basis of their direct relevance to Singapore and its maritime industry, as well as the existing expertise available within NUS. They are maritime law, policy and security, offshore and energy, multi-modal transport supply chain, dynamics and development of the maritime industry and trade dynamics and implications for shipping. Ranked 2nd in the overall performance, the MPA was invited to a BlueSky Dinner on 15 July 2005 to receive the ACE Award. Mrs Mary Seet-Cheng, Director for Policy, MPA, received the award from Guest of Honour, Second Minister for Finance Mr Raymond Lim. Launched in 2003, the BlueSky Festival with this year’s theme “Go Further” is a four-day festival that aims to forge greater collaboration between private and public sectors to create a more pro-enterprise environment and culture in Singapore. This award gives strong recognition to MPA’s efforts in actively reaching out to the maritime community, in understanding their business concerns and streamlining our regulations and processes to cultivate a more business-friendly maritime environment. It also reflects MPA’s open and responsive partnership approach that has resulted in the development of better balanced and more cohesive policies to benefit the maritime industry. The survey conducted from May – July 2005, measured the quality of regulations and processes of 25 government agencies by assessing the perceptions and expectations of enterprises that have interacted with these agencies. Measuring 9,000 deadweight tonnes (DWT), the new double-hulled bunker tanker was built by Hong Lam Marine and chartered by ExxonMobil. The “Leadership” is significant to Singapore’s bunkering industry as it provides the new generation of container vessels visiting Singapore with even more reliable, prompt and bigger parcel-sized bunker supplies. This will help to reduce vessel port stay and bring about greater operational efficiency for the customer. The new double-hulled tanker also marks the industry’s support for the Maritime and Port Authority (MPA)’s double-hull requirements which are in line with international standards. To encourage the operation of more environmentally-friendly double-hull tankers in the port, the MPA introduced incentives and measures earlier this year to help bunker tanker owners and operators renew their fleet early with new double-hull bunker tankers and to gradually phase out single-hull bunker tankers. Prof Bennett will be in Singapore from 8 to 28 August 05 to teach a course on the Law of Marine Insurance. Prof Bennett will be delivering a MPA Maritime Public Lecture on “ Shipping Cargo Insurance and Commercial Common Sense ” on 25 August 2005 at 3pm at the Amara Hotel . The synopsis of the lecture is as follows: English commercial law has traditionally sought to recognise rules that make sense in the relevant commercial context. In the field of cargo insurance, however, decisions in the fields of phantom vessels and insurable interest demonstrate that insurance law has not adapted far from modern systems of international trade. Standard cargo forms leave assureds exposed and express contractual attention is required. Professor Bennett’s talk will accordingly focus on problems associated with, first, phantom vessels and, secondly, the doctrine of insurable interest. The Conference is jointly organised by the Maritime and Port Authority of Singapore (MPA) and the Port of Rotterdam . It will be organised once every two years, alternating between Rotterdam and Singapore. The next ICPMDI will be held in Singapore in 2007. The ICPMDI aims to stimulate and promote innovation in the port and maritime field. It provides a unique platform for tertiary & research institutions (TRIs) and maritime industry players around the world to exchange ideas and expertise on applied research and technologies in port planning and design, port and maritime operations, marine environment protection and maritime security, just to name a few areas. It also represents another step forward in the long-standing and close maritime co-operation between Singapore and the Netherlands. In his speech at the opening of the inaugural conference, BG Tay Lim Heng, Chief Executive of MPA, highlighted three key factors that make Singapore an ideal partner in maritime R&D for the global maritime community. The first is the presence of strong government support in Singapore for R&D in general. The second is the availability of good R&D infrastructure and expertise, as well as a conducive environment for conducting R&D. The third key factor is Singapore’s strategic location and thriving maritime industry, which helps to create ample opportunities for R&D, test-bedding and commercialisation of R&D results. During his stay in Rotterdam, BG Tay also met with Mr Hans Smits, President of the Port of Rotterdam and Mr Jan Westerhoud, President of ECT Delta Terminal. This will be the first full scale CHEMSPILL with the deployment of equipment and personnel on scene, and a tabletop discussion with the activation of the Emergency Operations Committee in the MPA’s Port Operations Control Centre. The Singapore Civil Defence Force, Singapore Police Force, Police Coast Guard, Republic of Singapore Navy and National Environment Agency will be among the participating agencies. CHEMSPILL aims to ensure that all parties involved are well-prepared in responding to marine chemical incidents. This is the first time that the Maritime and Port Authority of Singapore (MPA) is hosting the meeting. As country host, Capt Khong Shen Ping, MPA’s Director for Shipping and Director of Marine, is chairing the Forum. MAIFA was formed in 1998 by marine accident investigators from China, Hong Kong, Japan and South Korea. Its membership has since grown to 12, with the addition of Cambodia, Indonesia, Malaysia, Philippines, Russia, Singapore, Thailand and Vietnam. The United States Coast Guard (USCG) also participates in the Forum as an observer. The purpose of the Forum is to improve co-operation and communication between member administrations in the area of marine accident investigations, with a view to enhancing maritime safety and preventing marine pollution in the region. It provides a useful platform for members to exchange views, skills and experience in conducting marine accident investigations. About 20 participants from 9 member administrations and the USCG are participating in 8th MAIFA. During the meeting, delegates will discuss enhancing co-operation among MAIFA members, in line with the International Maritime Organisation’s Code for the Investigation of Marine Casualties and Incidents, as well as propose further improvements in conducting investigations. To further enhance the investigative knowledge of MAIFA members, presentations would be conducted on fatigue assessment and Voyage Data Record (VDR) technology. The presentations, conducted by external experts from Australia and UK, will touch on some of the latest tools for fatigue measurement and analysis and the latest VDR technology and its related issues, such as the user-friendliness of the data format for investigation purposes.
