Traditional merchant maritime connections of Russians with Europe began in XIV century with voyages from Russian North to Norway, Denmark, England. Centuries of risky exploration of the Northern and Arctic seas have created a strong nature of northern seamen known as a Pomors from the time of Vikings. Murmansk Shipping Company (MSCO), Northern Shipping Company (NSC), Northern River Shipping Company, Trawler Fleets and several smaller shipping and fishing companies have their Offices and fleet registered at Murmansk and Arkhangelsk. Before the dramatic shortage of Russian Fleet they recruited totally about 15 000 qualified seafarers. There are the Technical Universities, Maritime and Fishing Colleges, Makarov Academy s Branches, NSC s and MSCO s Marine Training Centres, SOLAS training vessels, which are used for seafarers education and training in Murmansk and Arkhangelsk. According to our procedure of selection we generally recruit the seafarers, who has a minimum two years of on-board experience, positive recommendations and basic knowledge of English which should be confirmed by Computer-based English test and personal interview. More than 700 experienced seafarers employed by Polar Crewing Ltd are serving on board of vessels under the management of our client Shipping companies. Russian officers and engineers have earned a favourable international reputation for their technical prowess, but Polar Crewing has worked toward the development of new officers who have good professional English knowledge and experience of teamwork in international crews. Global Sympathy (by Dostoevskiy) of Russians and smooth Orthodox Christianity makes them attractive for Shipowners using multinational crews. We consider Russian seafarers as stabilising factor in multinational crew and are therefore able to stand on the front lines of safe operations. Well aware of today's concern over such global problems as atmospheric pollution and spills Polar Crewing LTD in co-operation with the client Shipping Companies and Training Centres has made efforts to secure well trained and reliable staff fully capable of operating the high level of technology needed with ships engaged in the transport of dangerous goods. Polar Crewing LTD is the first crewing agency in Russia, which has been approved by Bureau Veritas Quality International (BVQI) to BS EN ISO 9002:1994 for supply the Owners and Managers by qualified seagoing personnel an accordance with International and customer requirements. In accordance with the updated Russian Legislation, Polar Crewing LTD has been certified to MORFLOT Standard for selection, recruitment and crewing of Russian seafarers. MORFLOT certification allows us to apply for issuing of Seamen s Passport and to act for professional certification, visa formalities and travelling arrangements. This philosophy has led to the creation of an efficient company covering the traditional maritime regions of Scandinavia and north-eastern Russia. The Polar Crewing LTD was founded in August 1997, but we are known since 1993 as the Murmansk Office of NB Shipping Group. In June 1998 our company had established her Arkhangelsk Office for better access to the maritime personnel living in the Northern Russia. Polar Crewing LTD has the activities of selection, training and employment of the qualified Russian officers, ratings and cadets for bulk, general cargo, container and passenger vessels. Modern situation in International shipping allow us to predict a demand for well trained Russian seamen. Training Training is an important issue at Polar Crewing. All seafarers employed with Polar Crewing are motivated to further upgrade their knowledge. We expect the demand attention to be paid in the end 1990 s for Russian seamen due to updated requirements of STCW Convention and ISM Code implementation. We know well the quality of those seafarers that are available in our registry and work in close co-operation with Maritime educational institutes in order to improve their professional skills and safe teamwork experience. We co-ordinate existing training programmes and facilities and develop our own system of seamen retraining for foreign Shipping companies. We prepare with Jotun the professional course for modern paint schemes and the course for marine chemicals. Polar Crewing LTD is flexible enough to allow each of the management companies to establish a number of specific requirements to be applied for training of certain crew. We are selecting the experienced officers of all ranks to join expanding fleet of VLCCs, MCCs, Product Carriers and LNG vessels after intensive training and proper certification. Polar Crewing LTD has initiated English educational program for seamen. The best result of the two-month intensive courses was achieved using the Cambridge or Oxford Communicative English Courses enforced with the addition of Safety and Professional English vocabulary. Polar Crewing Murmansk has a successful experience of co-operation with the Logos English Centre, Murmansk, (member of the Benedict School) in the intensive English courses for seamen. In collaboration with the Pomor State University, Polar Crewing Arkhangelsk has started the Intensive 9-weeks English courses for seamen. IMO procedures of the White List prepare condition for integration of Russian Maritime institutions into the International Maritime Educational system. We believe that an expected demand of foreign fleet for Russian seamen will allow us to develop our training system locally and methodical co-operation globally.
