RoMTC is a self-financed public institution under the Ministry of Public Works, Transport and Housing of Romania. RoMTC is mainly involved in training, upgrading and specialization of seafarers. RoMTC offers the whole range of mandatory training for seafarers according with international conventions (STCW' 95) and national regulations (MPWTH order no. 947/2001). The institution also offers consultancy and expertise services as well as seminars and exhibitions. The RoMTC has ever since met the standard requirements and training criteria under the STCW Convention as far as the training of the seafaring personnel is concerned, providing a wide range of education and training courses. The RoMTC was certified to ISO 9002 standard by BVQI in 1999 and recertified to ISO 9001:2000 in 2002. The permanent improvement of professional training and specialization in compliance with the national and international standards and requirements for the safety of navigation and port operation, which is meant to lead to the fulfilment of the clients requirements, is the main objective of RoMTC quality policy. The quality management system is monitored by internal and external audits and it is periodically analysed in order to ensure the observance of the adopted principles and the efficiency and continuous improvement of services. The RoMTC, as an upgrading maritime training institute conducts a series of specialized courses and programmes for refreshing and developing the knowledge and skills of merchant marine officers and ratings, such as: IMO Basic Programmes, IMO Advanced Level Programmes, Revalidation Programmes, Programmes for Personnel on Board Tankers, Maritime Safety Programmes, GMDSS Programmes, IMO Programmes for Ratings, Specialized Training Programmes, Port Administration and Port Operation Programmes. The RoMTC also gives high priority to the development of new programmes such as: Training for Trainers, Port Organization and Management, Maritime Insurance, Multimodal Transport, Specialized Adult Training and Management Courses. Moreover, after the signing of the Black Sea Memorandum of Understanding for Port State Control/Flag State Implementation, a first training course for maritime administrators took place in Constantza, in the RoMTC premises. The RoMTC has a permanent staff of competent professional lecturers, who undertake to provide modern training with a view to enhance the operational skills and efficiency of the trainees, in compliance with the required international standards. Many of the RoMTC staff had the privilege of enriching their professional and educational experience on scholarships abroad: Southampton (Radar Observer and Radar Plotting), Hamburg (Pollution Prevention), Rotterdam (Multimodal Transport), Geneva (Dangerous Goods), Marseille (Fire-Fighting), Prague (Management and Marketing), Las Palmas (Port Management and Administration), Norway (GMDSS). The vast experience of the RoMTC lecturers does not derive only from their scholarships but also from their participation in the international symposiums, conferences and seminars, from their membership in the Drafting Committees of International Conventions and last but not least from their endeavour regarding the research and documentation activities. Some of them have also been appointed either as representatives or advisors for Romania at the sessions of IMO Subcommittees, Committees or General Assembly. The RoMTC has also proved its competence and resources by organizing and hosting short strategic seminars in the field of Port Administration, Free Economic Zones, and Multimodal Transport, seminars that generally aim at attaining two specific objectives: To develop and improve the management of these sectors as well as their international integration and To integrate the national experts within the international circuit. In March 2002, RoMTC has joined the World Maritime Institute for developing a productive relationship with the maritime education and training community dealing with maritime matters in compliance with the requirements of IMO and other international maritime organisations for safer ships and cleaner oceans, such a decision opening the following opportunities: Participation in a worldwide international coordinated system of cooperation among the training institutions, which facilitates the exchange of information, training materials and training staff. Access to standardization, thoroughly documented training methodology, common procedures and standards for the development and delivery of courses, including the training for trainers. Access to updated and high quality teaching aids and training packages, designed on a modular basis to ensure maximum flexibility. In 2002 the extension of RoMTC facilities, in the new premises on the Black Sea Coast, provides further opportunities for state-of-the-art technology to be successfully used for training activities, along with the labs and simulators already in use, periodically developed and upgraded to the satisfaction of both trainers and trainees.
