The Ministry of Infrastructure , the Consortium of Science-Technical Institute, which is a part of Polish Federation of Engineers and Technicians Association ''NOT'' and Science Technology Foundation "Gdansk" together with Polish Chamber of Maritime Commerce established their joint office for development of Polish maritime cluster and Polish maritime industries forum, as well as for performing analytic and organisational works. Office named Polish Maritime Cluster Office is seated in the premises of the Polish Chamber of Maritime Commerce in Gdynia. Polish Maritime Cluster is a geographically proximate group of interconnected companies and associated institutions in a particular field, linked by commonalties and complementaries. Clusters affect competition in three ways: by increasing productivity of constituent firms or industries, by increasing their capacity for innovation, and by stimulating new business formation that supports innovation and expands the cluster. Maritime cluster in Poland will not be based in one region of the country. It will be concentrated in different regions along the coastline and in the hinterland. The subcluster structure can be either regional or sectoral, or only regional with different sectors and segments inside. In Gdynia there will be only one data and agglomerate information centre. It is located at the Baltic Sea, in basins of two biggest rivers of this Sea - the Oder River and the Vistula River. 98.9% of Polish lands territory lies on the Baltic Sea catchment area. The rest 1.1% of area of Poland consists of four big adjacent basins: the Niemen River, the Dniestr River, the Danube River and the Elba River. From the total area of this catchment equal to 1 380 900 km2, as much as 310 900 km2 belongs to the territory of Poland.Therefore, the development of maritime industries, services and socio-economic infrastructure, through development of Cluster mainly horizontal and also vertical interactions occurring among them is essential for the sustainable growth of Polish Economy. On the 26th of January, 2005 Poland accessed, as the tenth country, to the European Maritime Clusters. The idea of creating European Maritime Clusters was born in the Netherlands and inaugurated on the 5th of May 2004. The following countries: Denmark, Finland, France, Germany, Great Britain & N. Ireland, Holland, Italy, Sweden and Norway entered the 'club'.The European Maritime Clusters is supported by European Commission, which commissioned in 2001 the Policy Research Corporation and the Institute of Shipping Economics and Logistics to elaborate a study on cluster structure and notion. Maritime economy and maritime cluster consist of three following main groups: 1. Maritime industries In maritime industries the followings are included: ocean shipping inland and coastal shipping production and repair shipyards sea and inland ports dredging and refulling business partners of maritime industries marine navy sport, tourism, yachting fishery and processing sea mining industries 2. Maritime services The maritime services may include companies and institutions, which strictly co-operate with and provide services for the companies ranking among maritime industries in the scope of: logistics shipping agencies port services rescue quality control registry consulting custom services financial institutions (banking, insurance) 3. The purchase and sales of maritime products and services between the Dutch maritime sectors are schematically shown below for the year 2002. It is remarkable that two sectors, maritime equipment suppliers and maritime services, have supplier relationships with all the other sectors in the cluster. The shipbuilding sector is centrally placed in this diagram as it supplies ships to all the sectors. The diagram underlines that there are six sectors that drive the orders for capital equipment and are thus the drivers of the domestic cluster: shipping, dredging, inland shipping, navy, offshore and fishing. The shipbuilding and marine equipment sectors depend to a large extent on these domestic orders. The offshore sector buys mostly within its own sector. There are e.g. 33 of such segments in France and similar number in Germany while in Poland there are controversial opinions among sthe professional institutes and institutions about it. In France, in literature the notion "L'economie maritime" is used and in Germany "Seewirtschaft" ( in Italy also maritime economy). In Poland there is no univocal meaning of maritime economy and maritime cluster and of their components, both in academic and common use. As far as maritime cluster is concerned the European Union classification recommendation ought to be followed i.e. shipping, shipbuilding, repair and conversion, naval shipbuilding, scrapping, offshore supply, inland shipping, dredging and maritime works, cable and submarine telecom, ports and related services, fishing and aquaculture, recreational vessels, classification societies, research, development and education, support services, equipment manufacturing. Polish researchers in Pomorskie together with Schleswig-Holstein and Bretagne partners would work out the common notions of "maritime economy" and maritime cluster and classification of their sectors and segments. To face the Far East competition, the new instruments should be implemented instead. One of them ,it would be pooling of ship & boat yards/supply & services labour. This would require also the agreements of labour unions about complex pension entitlement, redundancy payments and other benefits. The yards and supply & services labour force should be prepared to the new challenge. Since the Asian yards are building standard vessels in series, the yards, also supply & services segments in three regions- participants in this sub-project, like European in general will have their future in specialist ships and boats. Also supply and services labour force will have to follow this specialisation. The policy of these sectors and educational and training systems should adapt themselves to the new situation while pooling will remain in a close relation to the labour market situation in these three regions, especially to its unemployment structure. The focus should be directed to the structural unemployment not forgetting the traditional working places. Although some of labour specialists can be employed within sectors without training, specialisation will be needed. With a predicted increase of 3% per year, bearing in mind regional differences, transport volume would soar to over 700 million tons in 2010. This would be around 7-10% of the world sea traffic. The yearly average cargo density of the Baltic Sea ( circa 800 tons per km2 ) is more than 50 times bigger than the yearly average cargo density of all world seas ( circa 15 tons per km2).Around 30% of business power is concentrated in the Baltic Region. 1/3 of the European export is produced by these countries. The maritime shipment between traditional market -economical countries is mainly bilateral with finished and refined products. On the other side, goods which are exchanged between western countries and transformation countries, go along one way streams.
