The Georgia Ports Authority is dedicated to providing customers with the most efficient, productive port facilities in the nation, and to creating jobs and business opportunities to benefit more than 8.6 million Georgians. The GPA is committed to maintaining its competitive edge through development of leading-edge technology, marketing and operations to move cargo faster. And, the Authority is working hard to identify what must be done today to sustain growth, performance and security for tomorrow. Georgia's deepwater ports in Savannah and Brunswick, together with inland barge operations in Bainbridge and Columbus, are Georgia's gateways to the world. They are the critical conduits through which raw materials and finished products flow to and from destinations around the globe. As a quasi-state agency, a thirteen-member Board of Directors governs the activities of the GPA. The Board is appointed by the Governor, from the state at large, to serve four-year, staggered terms. A Chief Executive Officer, an experienced international transportation professional, implements policy directives, administrative duties and managerial controls. As one of the state's largest public employers, the GPA directly employs more than 850 people. The GPA, however, is responsible for generating far more employment throughout the state. GPA operations, together with private sector, port-related operations, account for more than 295,006 jobs statewide, billions of dollars in revenue, and income exceeding $10.8 billion annually. The Port of Savannah, home to the largest single-terminal container facility of its kind on the U.S. East and Gulf coasts, is comprised of two modern, deepwater terminals: Garden City Terminal and Ocean Terminal. Together, these facilities exemplify the GPA's exacting standards of efficiency and productivity. Garden City Terminal is one of the top five container handling facilities in the United States, encompassing more than 1,200 acres and moving millions of tons of containerized cargo annually. Ocean Terminal, Savannah's dedicated breakbulk and Roll-on / Roll-off facility, covers 208 acres and provides customers with more than 1.3 million square feet of covered, versatile storage. The Port of Brunswick is comprised of three GPA-owned deepwater terminals, two of which are directly operated by the GPA. The port's well-earned reputation for productivity and efficiency is heightened by its position as one of the fastest growing auto and heavy machinery ports in North America. Today, more than 12 major auto manufacturers, supported by three auto processors, utilize the Colonel's Island Terminal. The terminal is also home to the South Atlantic's fastest growing bulk export / import operation. Agri-products from Georgia and the rich U.S. grain belt, as well as import products, flow smoothly across the Colonel's Island docks. Brunswick's Mayor's Point Terminal facilitates the export of Georgia's valuable forest products, while Marine Port Terminals, operated by Logistec U.S.A., specializes in the handling of breakbulk and bulk commodities. Though Georgia's inland river terminals have been adversely impacted by drought, Port Bainbridge and Port Columbus have been re-tooled to serve as low-cost transportation and distribution facilities. These ports are now providing a strategic advantage for commodities moving to and from the region. Work continues on the project, which includes deepening the entrance channel from 32 feet (9.8 m) to 38 feet (11.6 m) deep and the inner channels from 30 feet (9.1 m) to 36 feet (11 m) deep. Other improvements include the construction of a new turning basin in the Upper East River, widening of certain channels/reaches, construction of a bird nesting island, restoration of 59 acres (24 ha) of marshland and the raising of the Andrews Island Disposal area dike to regain lost capacity. The recent completion of the new Sidney Lanier Bridge in conjunction with the completion of the harbor deepening will position Brunswick for additional growth and associated economic development. The project is scheduled for completion in 2006 and will result in an estimated $6.65 million in benefits annually. The U.S. Congress, in the 1999 Water Resources Development Act (WRDA), conditionally authorized deepening the channel to a maximum depth of 48 feet (14.6 m) contingent upon the completion of a Tier II Environmental Impact Study (EIS), a final mitigation plan and an increment al analysis of the channel depths from 42 to 48 feet. Work continues on the scientific studies and modeling efforts necessary to produce the Tier II EIS and General Reevaluation Report (GRR). As part of the project, the Stakeholders Evaluation Group (SEG) was formed to provide a public forum and assist the GPA in developing scientific studies and analyses necessary to identify impacts on specific environmental concerns that may result from the proposed deepening of the harbor channel. Meeting since January 1999, the SEG includes representatives from the GPA, the U.S. Army Corps of Engineers (USACE), state and federal resource agencies, the cities of Savannah, Tybee and Hilton Head, environmental and public interest groups, the maritime community and other interested parties. The mission of the SEG is to assist in the identification of the scope of scientific studies necessary to refine the Tier II EIS and, ultimately, to reach a consensus regarding a Tier II EIS and final mitigation plan. The SEG is open to the public and continues to meet regularly. In 2001, the USACE and GPA, the non-federal sponsor, entered into a Memorandum of Understanding for the preparation of the Tier II EIS and GRR. This memorandum establishes the USACE as the lead agency for the preparation of the EIS and the GPA as a cooperating agency. The U.S. Fish and Wildlife Service, National Marine Fisheries Service, and the U.S. Environmental Protection Agency are also serving as cooperating agencies. Following the completion of the scientific studies and the evaluation of the results of these studies, the Tier II EIS and GRR will be assembled and then submitted for public comment and review. Proceed approximately 2.3 miles (3.7 km) on I-16 to Exit 160, Highway 307 Dean Forest Road. At the top of the ramp, at the light, on Exit 160, turn left onto Highway 307 North. Proceed approximately 6 miles (9.7 km) on 307 until it ends at Highway 25. From I-95 South From Interstate 95 South, take Exit 109 for GA-21 S. Take a left onto GA-21 S/ GA-30 E/ Tom Triplett Parkway. Continue to follow GA-21 S/ Tom Triplett Parkway for approximately 5 miles (8 km). Turn left onto GA-307/ Bourne Avenue. Drive approximately 1 mile (1.6 km), until it ends at Highway 25. Ocean Terminal From I-95 From Interstate 95, take Exit 99A onto Interstate 16 East. Proceed on I-16 to Exit 164B, Highway 516, Lynes Parkway West. On Lynes Parkway, proceed approximately 1 mile (1.6 km) to Exit 7B, West Lathrop Avenue. At the end of the exit, turn right on West Lathrop Avenue. Go approximately .5 miles (.8 km) on West Lathrop Avenue. The road will make a 90 right turn and become North Lathrop Avenue. Continue on North Lathrop Avenue for approximately .5 miles (.8 km) to the GPA Ocean Terminal entrance, Gate 2. Drive forward to the Gate House, where a Port Police Officer will issue a gate pass. Further directions will be supplied by the Ocean Terminal Dispatch Window. Mayor s Point Terminal From I-95 From Interstate 95, take Exit 36A onto Highway 341 South. Go approximately 5 miles (8 km) on Highway 341 South. As you come into the downtown area, Hwy 341 veers off to the right. You are now on Bay Street (Hwy 341 truck route). Drive approximately .25 miles (.4 km). Mayor s Point Terminal is on the right. Marine Port Terminals From I-95 From Interstate 95, take Exit 29 onto Highway 17 North. Continue on Highway 17 North. Once you cross the Sidney Lanier Bridge, drive approximately 1 mile (1.6 km). Take a left onto Highway 341 / First Street. Continue going straight and you will run into Marine Port Terminals / Logistec. Colonel s Island Terminal From I-95 From Interstate 95, take Exit 29 onto US-17 N/ GA-25 N towards Brunswick/ S Georgia Parkway. Stay on this road for approximately 2.5 miles (4 km). Turn left onto Joe Frank Harris Boulevard. Port Bainbridge From I-95 From Interstate 95, take Exit 29. Take a right onto Highway 17 South. Continue straight through the red light. This is the beginning of Highway 82 West. Continue on Highway 82 West for approximately 58 miles (93.3 km) to Waycross, GA. In Waycross, take Highway 84 West for approximately 149 miles (239.8 km) to Bainbridge. In Bainbridge, take the Highway 84 West bypass around Bainbridge. After approximately 5 miles (8km), take the exit for Spring Creek Road. At the end of the ramp, make a left at the red light onto Spring Creek Road. In approximately 2 miles (3.2 km), the Bainbridge State Docks, GPA will be on the left. Port Columbus From I-95 From Interstate 95, take Exit 99B onto Interstate 16 W / GA-404 W toward Macon. Continue on I-16 W / GA-404 W for approximately 133 miles (214 km). Take Exit 24 for GA-96 toward Jeffersonville / Tarversville. At the end of the ramp, take a left onto GA-96. Continue on GA-96 for approximately 34 miles (54.7 km). Turn right onto GA-96 W. Continue on GA-96 W for about 13.25 miles (21.3 km). Turn right onto GA-128/ GA-96/ S Winston Street. Turn left onto GA-96/ W Talbot Street. Continue to follow GA-96 W for approximately 30 miles (48.3 km). GA-96 W becomes GA-22 W/ US-80 W. Stay on GA-22 W/ US-80 W for approximately 20 miles (32.2 km). Merge onto GA-85 S. Continue on GA-85 S for approximately 7 miles (11.3 km). Turn left onto US-27 S/ GA-1 S/ Veterans Parkway. Mason Chairperson Message To Georgians Once again, the Georgia Ports Authority has experienced phenomenal growth. In FY02, GPA moved some 1.1 million containers through Savannah, a 30% increase in just two years. Today, the Port of Savannah is the largest single container facility on the entire East Coast. Further south along the Atlantic, the Port of Brunswick moved more than 250,000 automobile and machinery units, reflecting a 15% increase in only one year. Along with the double-digit growth, fourteen distribution centers, thousands of jobs and millions of dollars of new investment have been created in recent years. Today, more than 1,700 Georgia businesses import and export their products through the ports and are directly tied to the future growth of the port system. As a result of these recent successes, Georgia s ports have become a strong drawing card for businesses of all kinds. Major companies have decided to locate in Georgia and are looking closer at our state for future growth because of the ports. GPA s Board of Directors has been working to improve the overall performance through the initiation of a number of reforms and new policies. Recently, the Board requested a Performance Audit and Strategic Review which was conducted by KPMG, a leading provider of management, legal and financial services. This performance audit and strategic review identified ways to better serve our customers and the citizens of Georgia. The Board also hired a qualified legal and business expert to conduct a Corporate Governance Review that examined the Authority s statutes, by-laws and policies. I am pleased to report that many of these new reforms and policies that were recommended as a part of these initiatives have already been or are in the process of being implemented. Now, more than ever, it is clear that Georgia s ports are an essential link between public and private sectors and one of the keys to the future success of Georgia s economy. This new record represents a 28% increase over FY01. Georgia s Ports for Georgia s People Since 1945, Georgia s ports have served as magnets for international trade, enriching the state's economy to benefit all Georgians. We are dedicated to giving customers the most efficient, productive port facilities in the nation, and to creating jobs and business opportunities for citizens. We are committed to maintaining the Georgia Ports Authority s competitive edge through development of leading-edge technology and operational strategies to move cargo faster than the competition, and we are working hard to identify what must be done today to sustain growth, performance and security for tomorrow. The deepwater ports in Savannah and Brunswick, together with inland ports in Bainbridge and Columbus, are Georgia's gateways to the world. They are the critical conduits through which raw materials and finished products flow to and from destinations around the globe. As a quasi-state agency, a thirteen-member Board of Directors governs the activities of the GPA. The Board is appointed by the Governor, from the state at large, to serve four-year, staggered terms. Policy directives, administrative duties and managerial controls are implemented by a Chief Executive Officer, an experienced international transportation professional. As affirmation of the GPA's success during fiscal year (FY) 2002, GPA-operated terminals across the state combined to surpass the previous year's tonnage for a record 14th consecutive year, exceeding 13 million tons of cargo. The new tonnage record represents a 5.2% increase over the previous year and a 39.8% increase since FY95. As one of the state's largest public employers, the GPA directly employs 680 people. The GPA, however, is responsible for generating far more employment throughout the state. GPA operations, together with private sector, port-related operations, account for more than 80,100 jobs statewide, billions of dollars in revenue, and income exceeding $1.8 billion annually. The Port of Savannah, home to the largest single-terminal container facility of its kind in North America, is comprised of two modern, deepwater terminals: Garden City Terminal and Ocean Terminal. Together, these facilities exemplify the GPA's exacting standards of efficiency and productivity. Recapping Success... Executive Summary The 2002 business landscape was littered with reports of declining revenue and profitability. Port authorities were not immune to the adverse affects of a protracted economic downturn. Georgia s ports, however, emerged from 2002 with enviable results and solid growth in major business sectors. The FY02 results illustrate, unequivocally, the effectiveness of sound management practices, marketing and economic development strategies that promote strong partnerships and enormous economic benefit for residents throughout the State, as well as our ability to build strong alliances with statewide and global partners. The Authority continued to set the pace with technology solutions designed to make more information accessible to all parties in the transport chain. Improving infrastructure to improve productivity was also addressed during FY02 to ensure the framework for continued success in the future. The GPA also continued to work with stakeholders to ensure that activities are managed in an economically and environmentally responsible manner. Overall, GPA revenue increased 7% in FY02 and has grown 46% since FY94. Growth in overall cargo volume was likewise impressive at 5.2% for the year and 40% since FY94. Savannah s container throughput volume grew by 11.3% over FY01, thanks in large measure to a commanding market share in the Asia / U.S. East Coast trade. Factor in an aggressive plan for growth and continuous enhancement, and all indications point to increased market share and sustained growth for Georgia s burgeoning ports. In Savannah, container growth will continue to dominate, driving annual volume increases over the next fiscal year into double digits. At Brunswick, we anticipate continued growth in bulk shipments with an increased contribution from imports. The contribution of our new customers will have an immediate impact on our volume of automobile shipments. Distribution center activity in the Savannah area alone contributes more than 3,500 jobs to Georgia s economy. The Savannah Distribution Hub There is no greater proof of the GPA s success as an economic engine for the State of Georgia than the proliferation of distribution centers around the Port of Savannah. These savvy retailers built here for four reasons: location, land, labor and links. A key component of our marketing program is to attract additional major retail distribution centers to the Savannah logistics hub. Today, distribution center activity in the Savannah area alone has contributed over 3,500 jobs to Georgia s economy. During FY02, high-volume import distribution centers, such as Pier I Imports and Wal-Mart, announced plans to expand current operations, while the Bombay Company and Fred s moved to construct high-volume import distribution facilities in the Savannah area. Container traffic through the Port of Savannah comprises approximately 64% of the GPA s total tonnage. The dramatic growth in this sector is significant. In FY02, container volume jumped 11% and, combined with FY01 performance totals, denotes a two-year increase of 30%. In accommodating the growth of container traffic, the Port of Savannah has not forgotten its roots in breakbulk. Facility and technology enhancements during FY02 at Ocean Terminal have solidified its stature as a popular hub for shippers of forest products, steel and rolling stock of every description. Savannah s strategic advantages appeal to our two core constituencies shippers and ocean carriers. Shippers are drawn by a diversified sailing schedule with competitive options and frequent sailings. Integrated automation expedites all critical actions, from physical cargo movements to Customs clearance, minimizing terminal time. In a just-in-time world, Savannah s strategic access to the Eastern Seaboard, Midwest and Gulf means that freight is on shelves or in production sooner than via other ports. Ocean carriers are attracted by our high freight concentrations and balanced export / import ratio. This translates to full loads and a solid revenue flow. When vessel operating costs can exceed $50,000 a day, ocean carriers value a port partner with the equipment, automation and masterful staff that put their vessels back at sea in the shortest possible time. Our customers enjoy quick interchanges and fast terminal turnarounds that keep their cargo rolling instead of waiting. Security at the Forefront The horrific events of September 2001 spawned the need to take port security to unprecedented levels. Working closely with the Office of Homeland Security, U.S. Customs, the U.S. Coast Guard and local and regional enforcement agencies during FY02, the GPA identified and initiated a wide range of strategies to enhance our ability to preclude and respond to any incident. Award of Port Security Grants Totaling $1,312,000 Addition of 13 Port Security Officers Installation of Surveillance Equipment Additional Fencing Tighter Terminal Access Controls, Including Implementation of a Personnel Identification and Credentialing Program The U.S. Coast Guard is responsible for designing and conducting vulnerability assessments. As a designated strategic port, Savannah is at the top of their scrutiny list. U.S. Coast Guard assessments identify and evaluate potential threats to critical assets and infrastructure. They also examine existing security measures and oversee the implementation of additional measures as deemed appropriate. The Federal Emergency Management Agency (FEMA) is the designated first response agency. FEMA will take the lead in identifying potential incidents, and designing response and containment measures. The Georgia Ports Authority is rated among the most secure port operations in the nation. The GPA staff continues to work closely with all responsible agencies to design security systems that will ensure flexibility, responsiveness, safety and compliance with all pertinent Homeland Security procedures. The GPA anticipates that port security will occupy an increased level of manpower, management attention and investment for the foreseeable future.
