Chapter 1: Port Weller Dry Docks The early years Chapter 1:Port Weller Dry Docks The early years Shipbuilding in Niagara had dated from the early 1800's. WhenWilliam Hamilton Merritt's first Welland Canal opened on November 29 ,1829 , it spurred the development of the industry and individuals likeLouis Shickluna and Alexander Muir eventually tookadvantage of the strategic location to build and repair ships. By 1946, Muir'syard was the lone survivor of this era. It dated from 1850 and was nearing thecentury mark as World War Two ended. An innovativeman of enthusiasm, vision and drive, C. A. Ansell impressed his employers at Muirs . He gained added responsibilites at the shipyard until assuming the positionof General Manager. Ansell also got involved in thepolitics of his community and, from 1930 to 1935 served as Reeve of PortDalhousie. What caught Ansell's attention in 1946 was a little used drydock above Lock 1 of the Fourth Welland Canal . The yard was owned by the Canadiangovernment and dated from 1931 when the construction of the current Welland Canal was almost complete. The property wasbasically a 32-acre field with a drydock , shelf andrun down building that housed the valve controls. A unique feature of the drydock , however, was that the dock was flooded and emptiedby gravity rather than the normal method of pumping. The yard washandy to the Welland Canal. It had only seen limiteduse for repairs, for storing lock gates and in the winter, the gate-liftingvessel. The dock consisted of two parts:a deep dock for vessels up to 198.2 metres (650 ft)with a water depth of 7.9 metres (26 feet) equal tothe canal itself, and a shelf giving a water depth of 4.26 metres (14 feet). Both were to be very useful for the ship repair business. Not only wasthe site ideal for passing ships, but it was served by a siding of the Niagara,St. Catharines and Toronto Railway which had once runthrough the area to Niagara on the Lake. On April 25, 1946 , PortWeller Dry Docks was established by letter patent. Five provisional Directors:William G. Tucker, Donald B. McIntosh, John L. Stewart, John A. Mullin andFrancis W. Dowler , were named. These men held theirposts until June 14, 1946 , when the official corporate structurewas set up. Charles A. Ansell was named the first President and General Manager. The company hadacquired a ten-year lease on the drydock from theFederal Government for an annual cost of $30,000 as of April 1, 1946 . Atotal of 7,500 redeemable preferred shares, at a par value of $100 each, and500,000 common shares, without nominal or par value, was available. In addition to individual investors, the Paterson Steamship Companyand the Upper Lakes and St. Lawrence Transportation Company were among the early corporate subscribers. On April 3, 1946 , withinhours of taking over the drydock , Ansell had some customers; the Imperial Oil taker WINDSOLITE and the local passengervessel DALHOUSIE CITY arrived for inspection and repairs. During the winter of 1947, eighteen ships laid up and generated contracts having a total value of $6million. As the company grew, it becameobvious that expansion was needed. The far-sighted Ansell recognized the need to improve the facility. One potential problem was the"Shelf" section's need for reinforcing. To do this work a longercommitment was needed and Ansell Approached theDepartment of Transport. Afterdiscussions it was decided that Port Weller would undertake this expense and,in return their lease would be extended to 21 years, with the option of another21 years. As the yearspassed, the drydock grew, new equipment, larger workforce and in 1953, Ansell proposed the purchase ofthe Port Dalhousie shipyard. This was the former Muir Bros. Shipyard that datedfrom 1850 and it began with a floating dry dock. The ROBERT WOODS of Oswego,N.Y., was noted as the first customer. A permanent dry dock was built in 1866. At the sametime the it was proposed the purchase of land owned byFrank j. Walsh that would allow for an easterly extension of the drydock . Extra land at $1,000 per acre was also availableand was to be investigated. Chapter 2:Growing With the Seaway The St. Lawrence Seaway opened on April 25, 1959 , and Port Weller was ready for thechanges in the shipping patterns. Theirlargest ship yet, the SEAWAY QUEEN, began service June 1959, and her name wasvery descriptive. With the large lakers now free totravel t the Gulf of S. Lawrence, many of the plodding old canallers immediately became redundant. Many ships came to Port Weller to be broken up. Port Welleralways saw itself as a part of the community and recognized a responsibility toassist worthwhile enterprises. Ansell had alwayssupported projects with charitable donations. In October 1958 a decision wasmade to fix and budget for such charitable donations and authorized theChairman to make these payments. These covered a great variety of needs andincluded a sizeable grant for the expansion of the St. Catharines General Hospital Later, Port Weller assisted in the establishment of Brock University . Expansion wasthe key word for 1964. A new plate shop, welding shop, two-story service building,offices, cafeteria, lockers and a new burning machine were added. It wasestimated that the investment on the new facilities could be recouped in fourand a half years due to the increased efficiency. A pension plan for hourlyrated employees was set up in February. In 1962 thebiggest event of the year was the completion of the self-unloading bulk carrierCAPE BRETON MINER. This was the first of this type to be built by Port Weller. Theconstruction of the CANADIAN OLYMPIC in 1975-76 featured a more efficient loopbelt self-unloading system that increased unloading rates and reduced spillage.New technology was constantly being incorporated in the Port Weller builtships. Certainly oneof the most interesting challenges to occupy the management team was theconstruction of Hull 63, the ARTIC. Details of the ship are noted elsewhere, but theinnovation required for this "first of her kind" bulk carrieroccupied the minds and talents of all involved. ARTIC was completed in 1978 andher proven success was, and is, a credit to all who were involved in theproject. Chapter 3:Adjusting to the Changing Economy: A head-oncollision on the foggy St. Clair River on June 25, of that year left the ULS bulker MONTREALAIS with massive bow damage. Repairs were closeto $1,000,000. Later on November 16, LAC DES ILES was drydocked following a grounding . Her damage was less serious bythe limited size, capacity and age of this freighter led to a prematureretirement. The vessel later sank in the Atlantic on June 1, 1981 , while enroute to Mexico for work as a grain storage barge. The drydocking of the JOHN E.F. MISENER in September 1981marked the last visit to the shipyard of this, the first, ship. Following the1982, the vessel tied up until she was sold for scrap. In May 1984,ULS Company purchased Ferguson Industries of Pictou , Nova Scotia . The firm had been in receivership fortwo months. This acquisition gave the company an East Coast yard to augment itstraditional Great Lakes shipyard. The yard was primarily acquired of theexpected growth of offshore related drilling for gas and oil. The new companywas renam4ed Pictou Industries Ltd.
