General Information Why standards matter? Studies have shown that human factors such as inadequate skills, insufficient competence or fatigue are responsible for the majority of maritime accidents. So ever since 1959, the IMO has been striving not only to improve the safety standards on board ships but also raise the standards of the seafarers who man them. The 1978 International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) was the first attempt to establish global minimum standards for seafarers. But despite its implementation in 1984, the 1978 Convention failed to achieve its goal of higher standards because it did not define its standards precisely (resulting in many differing interpretations) and training objectives remain vague. Besides, the lack of any independent assessment and certification possibilities for maritime academies, training centres, etc. meant that compliance with the Convention could not be adequately monitored. Changes in the structure of the world's merchant fleet and in the management and manning of ships were additional reasons why the Convention needed revising. The loss of credibility of the 1978 Convention along with political and public concern about the human-related causes of shipping disasters led to a comprehensive review of the Convention's provisions. The result was a radical revision of the STCW Convention in 1995 - or STCW 95 as it is now generally known. How STCW 95 sets new standard? STCW 95 recognised the importance of education, training and appropriate experience for all seafarers. All training, assessment of competence, certification, endorsement and revalidation activities are to be carried out under controlled conditions and monitored through a Quality Standard System. Germanischer Lloyd was established in the form of a co-operative society. In 1889 the society was transformed into a joint-stock company having the character of a non-profit organisation. Now as before, the 800 not freely transferable registered shares are owned by members of the shipping community (shipowners, shipyards, bankers and subcontractors). Subject to the company statutes, the shares may be transferred at par and with the Executive Board's approval only.
