China Classification Society (CCS) is an internationalized technical body registered according to the relevant decrees of the Government of the People's Republic of China to provide services for the public interests. CCS started its business activities in 1956 and has been in operation for more than 40 years. Since 1986, it has been carrying out, as an independent legal entity, classification surveys, statutory surveys, surveys related to notarial matters for ships, offshore installations, marine freight containers, materials and marine equipment, as well as providing relevant technical services. CCS joined the International Association of Classification Societies (IACS) in May 1988 as one of its 11 full members. In 1992, it established its quality system which conforms to ISO9000 standard in accordance with the Quality System Certification Scheme of IACS and obtained the "Quality System Certificate of Conformity" issued by IACS in 1994. Delegated by the Chinese Government, CCS regularly attends relevant meetings of the International Maritime Organization (IMO) and includes the international conventions and renewed technical standards approved by IMO into the Society's corresponding rules for implementation. In 1994, CCS's highest class notation was included in the classification clause of the Institute of London Underwriters (ILU), thus the ships classed with CCS can enjoy the preferential tariff treatment for the cargo insurance. Up to now, CCS has been authorized by the governments of 15 countries or regions to carry out statutory surveys for the ships flying the flags of those countries or regions .The governments of 14 countries or regions have authorized CCS to carry out ISM Code certification on their behalf, CCS has established cooperation agreements with 19 ship survey organizations abroad to act on each other's behalf. By the end of 1997, CCS has set up 15 branches and 20 offices at the major ports in China and 14 offices at the major ports abroad, all of which, together with those carrying out surveys on behalf of CCS according to the cooperation agreements, form a service net work covering the ports worldwide. China Classification Society (hereinafter referred to as "the Society ") is a specialized technical organization working for the public interests and registered in accordance with the relevant decrees of the Government of the People's Republic of China. The objective of the Society is: to provide services for the shipping, shipbuilding, offshore exploitation and related manufacturing industries and marine insurance by furnishing reasonable and reliable requirements of classification rules and/or technical standards to ships, offshore installations, marine products and containers as well as surveys and technical consultancy services, for the promotion and safeguarding of the safety of life and property at sea and for the prevention of pollution of the marine environment. The Society is a non-profit-making body. The Society's services are mainly as follows: To develop and update classification rules and/or technical standards for ships, offshore installations, marine products and containers; To undertake surveys for ships, offshore installations, marine products and containers, and to issue corresponding certificates and necessary documents; To participate in implementing the relevant standards; To carry out statutory surveys and issue corresponding certificates on behalf of the Chinese Government and the governments of other countries when so authorized; To carry out surveys and certification work on behalf of other parties when so authorized or entrusted; To make researches and experiments related to safety standards and classification requirements; To undertake surveys related to notarial matters; To carry out certification of safety management system (SMS) for companies and their ships in accordance with the requirements of International Safety Management Code (ISM Code) when so authorized; To undertake certification of quality system in accordance with the requirements of ISO 9000 series standards; To provide technical consultancy services and other related services on technical matters and quality system and training for related auditors; To publish Register of Ships and Lists of Approved Marine Products. To carry out classification surveys and surveys for class maintenance to ships and offshore installations and issue classification certificates and corresponding technical documents, and to publish the Register of Ships. To carry out statutory surveys and issue corresponding certificates on behalf of the Governments of China and the governments of other countries when so authorized, and to perform other surveys and certification work when so authorized by them. To carry out quality inspection of marine products and some spectrum of industrial products and issue certificates for product and to publish the "List of Approved Marine Products". also to perform inspection of container and issue certificate. To carry out researches and experiments with regard to maritime safety, environmental protection and classification standards. To provide advisory services of safety and technical. To provide quality system certification services according to ISO 9000 and ISO 14000 standards. To perform safety management (SMS) certification services to the shipping companies and their ships according to the ISM Code.
